Public Property seized for Private Use

How can we fight it when there is not a word for it. Only the opposite, "eminent domain", is defined. There are however and unfortunately, plenty of examples:

- the shredding and courier businesses which use the public roadway to operate ( beyond moving from place to place and parking legally )
- garbage cans which are really advertisements, and
- transit shelters which are really advertisements
